An ongoing pandemic, impending redetermination wave and complex policies continue to significantly impact thousands of Tennesseans searching for affordable healthcare. For those healthcare providers and advocates who want to better serve their patients, understanding how best to access Medicaid benefits continues to be a challenge. To support these efforts, the Tennessee Justice Center will be hosting a two-day virtual training event to provide healthcare advocates with the knowledge, insights and tools they need to successfully navigate the red tape maze of Medicaid. Led by TJC’s knowledgeable team, you won’t want to miss these informative sessions and moderated panels to help you master Tennessee’s ever-shifting policies and practices.

DAY ONE: TUESDAY, OCTOBER 26 

 

8:30AM – 8:45AM CST 

Welcome 

As the healthcare industry continues to be overwhelmed by the pandemic with many Tennesseans still struggling to access affordable healthcare, Tennessee Justice Center remains on the frontline for change. To kick off our two-day event, Michele Johnson, Executive Director of Tennessee Justice Center, virtually welcomes attendees by sharing a glimpse into the work we are doing to help individuals and families during this tumultuous time.  

8:45AM – 10:00AM CST 

Why is Accessing Medicaid So Hard?  

For starters, a complex system with three different methodologies for counting households, income and resources is the first hurdle to jump. To understand best how to navigate theses methodologies, our presenter for this session, Rob Watkins, Staff Attorney for Tennessee Justice Center, will share how to accurately determine the household size, countable income and assets to determine TennCare and CoverKids eligibility. 

11:00AM – 12:00PM CST 

Coverage Pitfalls and Workarounds for Non-Disabled Adults  

Not all medical situations are created equal making it even more difficult to determine which Medicaid category adults over 21 best qualify for. During this session, Cady Kaiman of the Tennessee Justice Center, outlines the myriad of category options available for non-disabled adults and how to navigate the most common systemic issues.

Navigating Coverage Challenges for Individuals with Disabilities 

During this session learn about the Tennessee Medicaid categories that cover individuals with disabilities focusing on the lesser-known categories for former SSI recipients. This session will also touch on the Katie Beckett waiver program, Employment and Community First (ECF) CHOICES and the DIDD waiver programs for individuals with intellectual and developmental disabilities. In this session, Vanessa Zapata of the Tennessee Justice Center, will explain these programs and tell you how to navigate the application and renewal process.  

3:00PM – 4:00PM CST 

CHOICES: Unpacking the Financial Requirements 

Understanding all the processes and nuances of the CHOICES program can feel daunting and overwhelming. In this session, Pam Wright, an elder law attorney, will provide an overview of financial requirements for getting senior adults access to long-term care in a nursing facility or in the home/community, including the treatment of resources, creating a Qualified Income Trust (QIT), how the state recovery works, and applying for hardship waivers.  

 

DAY TWO: WEDNESDAY, OCTOBER 27

CHOICES: Understanding the Medical Requirements  

The start of day two continues with a focus on adults with an overview of the Pre-Admission Evaluation (PAE) process and how the acuity scale is used to measure assistance with Activities of Daily Living (ADLs) as well as safety determinations.  

11:00AM – 12:00PM CST 

Coverage Stumbling Blocks for Kids & Pregnant Women 

Healthy children are happy children, and ensuring they have access to healthcare from the womb to adulthood is essential. In this session, Heavyn Jennings of the Tennessee Justice Center will outline the common coverage pitfalls impacting children under 21 and pregnant women. This includes options for children losing coverage due to the annual renewal process also known as redetermination. 

1:00PM – 2:00PM CST 

Bracing for the Wave of Redetermination 

At some point, the public health crisis will come to an end and those Tennesseans currently on Medicaid could see their benefits terminated. The impact of this event could produce of wave of uninsured seeking support from healthcare providers and advocates. In this session, Rob Watkins of the Tennessee Justice Center, shares tips and tools to prepare for this impending wave of redeterminations. 

3:00PM – 4:00PM CST 

What’s on the Horizon for Medicaid 

In this closing session of our two-day event, a panel of speakers from Tennessee Justice Center will share their insights and perspectives on upcoming health policy changes to be on the lookout for over the next 12-months.
